Leadership of national government forum

This material provides a model which explores how one secondary school in East Lothian Council, Scotland (Musselburgh Grammar School) developed learner voice, leadership and participation in their school leading to the pupils hosting and organising the national education forum with the Minister for Education.


This material aims to:


  • Demonstrate how pupils can effectively engage in Pupil Voice leading to a feeling of being valued and respected
  • Identify a process used to engage pupils in the planning, research & leading of a large scale event where pupil voice can be taken into account to effect change

Pupils' participation

The aim of this model is to show how pupils can be engaged actively in teaching and learning process according to the student voice principles by taking their prior knowledge and personal interests into account, giving them opportunity to set their own goals and plan further learning  steps to reach the desired goals.

The purpose of the model is to teach the teacher how to research and develop his own teaching practice. Personal plan is a form that accompanies a teacher through several stages: planning, exploring, observing, evaluating, replanning. This is a circular process of introducing changes in the teacher's practice - action research. The purpose of the plan is shown below:
